Project Background
Refugee and Host Community Youth Empowerment and Transformation Initiative (RETI) program is implemented by a consortium of Nine partners led by Muni University and in collaboration with the Mastercard Foundation to address unemployment challenges faced by young people aged 15 –35 years in 15 refugee-hosting districts in Uganda. The program will directly reach 100,000 (60,000 female) and aims to transition 70,000 (42,000 female) young people into work. The lead Partner is Muni University, and other partners are Gulu University, Bishop Stuart University; Finn Church Aid, Dan Church Aid, and Community Empowerment for Rural Development, PALM Corps, Meeting Point Kitgum, and Young African Refugees for Integral Development.

POSITION: MONITORING EVALUATION AND LEARNING OFFICER (MEL)

Job Title: Monitoring, Evaluation and Learning Officer.
Main duties and responsibilities:
The Monitoring and Evaluation (M&E) Officer will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the Refugee and Host Community Youth Empowerment and Transformation Initiative (RETI) implemented by Bishop Stuart University. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the RETI Project. He/she will also provide technical assistance to the Project Assistants and or other consortium members, particularly in relation to monitoring and reporting of the RETI outputs and outcomes.
Specific Duties:
- Assist in the revision of the project log frame matrix, particularly in the areas of performance indicators and their measurement.
- Assist in the development of the project’s quarterly and annual Work Plans and keep them updated in accordance with project activities and timeframes as relevant.
- Develop the overall framework for project M&E, for example, mid-term project review, impact assessment, final evaluation, and develop the project Performance Monitoring Plan with relevant data collection systems.
- Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation.
- Participate in the baseline survey for the RETI Project
- Develop a plan for project-related capacity-building on M&E and for any computer-based support that may be required.
- Support project proposals development for Bishop Stuart University
- Track feedback and complaints tracking system of the RETI Project
- Organize and undertake training on M&E as required.
- Implementation of M&E and coordination:
- Collect data regularly to measure achievement against the performance indicators.
- Check data quality with the Project Assistants.
- Maintain and administer the M&E database; analyse and aggregate findings.
- Support project progress reporting, project mid-term review and final evaluation.
- Identify lessons learned and develop case studies to capture qualitative outputs of the project.
- Provide advice to the supervisor on improving project performance using M&E findings.
Communication:
- Produce reports on M&E findings and prepare presentations based on M&E data as required.
- Provide the Project Manager with management information she/he may require.
- Check that monitoring data are discussed in the appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap.
- Perform other duties as may be assigned by the Project Manager and the Vice Chancellor.
Qualifications Requirements:
Education: First-level university degree in statistics, demographics, public policy, international development, Information Communication Technology, economics, or social sciences. An advanced certificate in M&E, statistics or economics or any postgraduate program with a course in Monitoring and Evaluation is required.
Experience:
- Minimum of three (3) years of experience in a position that implements M&E activities of international development projects.
- Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
- Ability to design and manage Refugee beneficiary monitoring and database systems.
- Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
- Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
- Experience in planning and managing scientific surveys, including data collection, analysis and reporting.
- Experience in managing and providing training to staff and target beneficiaries.
- Ability to facilitate and serve as project liaison for externally-managed evaluations.
- Languages: Excellent written and spoken command of English.
Competencies:
- Good knowledge of programme implementation, monitoring and evaluation techniques and practices.
- Familiarity with impact assessment is an advantage
- Familiarity with some of the substantive issues handled in programme/project management.
- Good knowledge and experience regarding gender mainstreaming.
- Good moderation, facilitation and training skills.

Job Title: Project Assistant

Job Summary: A Project Assistant is a valuable member of a team. He/she will be responsible for coordinating the Refugees and Host communities, mobilizing participants in liaison with Settlement leaders, providing up-to-date information about the Settlement, be the focal point of contact for Bishop Stuart University in the Settlement.
Key Responsibilities:
- Administrative Support:
- Assist in the preparation and organization of RETI project-related meetings, workshops, and events.
- Manage RETI project-related documentation, including agendas, minutes, and reports.
- Maintain project-related files and records in an organized and accessible manner.
- Communication and Correspondence:
- Act as a liaison between RETI project staff, participants (refugees and host community members, settlement leaders and external stakeholders.
- Respond to inquiries and requests from RETI project participants (refugees and host community members, settlement leaders, partners, and the public in a professional and timely manner.
- Draft and edit project-related correspondence, emails, and materials.
- Data Management:
- Collect, compile, and maintain project data, including participant information
- Assist in the creation and maintenance of databases, spreadsheets, and tracking systems.
- Generate and update RETI project reports and dashboards as needed.
- Project Logistics:
- Coordinate logistical aspects of RETI project activities, such as room bookings, equipment setup, and catering.
- Ensure that RETI project materials and supplies are available and organized.
- Assist with the distribution of project resources and materials to participants.
- Documentation and Reporting:
- Assist in the preparation of project reports, progress updates
- Proofread and edit documents for accuracy and clarity.
- Collaborate with Pthe roject Manager to maintain accurate records and track project expenditures.
- Support Project Planning:
- Assist in the development of project plans, timelines, and budgets.
- Participate in RETI project planning meetings and provide input as necessary.
- Help identify opportunities for project improvement and efficiency.
- Participant Engagement:
- Communicate with RETI project participants (refugees, host community members) regarding schedules, requirements, and expectations.
- Assist with participant enrollment, registration, and follow-up as needed.
- Collect feedback from participants and compile evaluations.
- Technology and Tools:
- Utilize office software and tools, including word processing, spreadsheet, and presentation software.
- Familiarity with project management or collaboration tools may be required.
Qualifications:
- Minimum of a Bachelor’s degree in Development Studies, Social Sciences, Planning or Community Development studies.
Experience:
- The applicant will demonstrate evidence of hands-on experience in community development work and leadership skills.
- Any previous work experience in refugee settlements is required.

Job Title: Project Volunteer

Job Summary
The volunteer will contribute their time, skills, and effort to support the implementation of activities under the RETI Project, implemented by Bishop Stuart University. The volunteer will assist with various tasks, including community outreach, event coordination, administrative support, program implementation, and direct service delivery. He/she will work under the guidance and supervision of the Project Assistant to ensure effective and efficient project operations.
Main duties and responsibilities:
The volunteer will provide a supportive role to the Project Assistant in executing some responsibilities under the Refugee and Host Community Youth Empowerment and Transformation Initiative (RETI) Project
Responsibilities
- Conduct awareness-raising sessions in the area of operation, disseminating RETI messages
- Participate in coordination meetings at the settlement and District levels
- Participate in the monitoring of Project activities in the District
- Conduct follow-up/tracer studies in the respective settlement/District
- Support data entry in the participant profiling database
- Support youths in the formation of VSLA/YSLA groups and link them to financial institutions
- Prepare accurate and quality reports on a monthly, quarterly, and annual basis with the onsite data.
- Perform other duties assigned by the supervisor and the Project Assistant.
Qualifications:
- A minimum of a Bachelor’s degree in any of the following fields: Social Work and Social Administration, Development Studies, Community development and or Entrepreneurship.
Experience:
- The Applicant will demonstrate evidence of practical experience in community development work. Experience in working in a refugee settlement is required.
