Bishop Stuart University invites eligible students to apply for Students’ Loans for the Academic Year 2026/27 under the Higher Education Students’ Financing Scheme (HESFS), administered by the Ministry of Education and Sports.
The Higher Education Students’ Financing Scheme was established to increase equitable access to higher education, support academically qualified but financially disadvantaged students and promote programmes critical for national development.
To qualify for this opportunity, applicants MUST first apply and secure admission to Bishop Stuart University in an approved programme supported under the Scheme.

Interested candidates are required to;
- Print out the recommendation form and obtain all the necessary signatures.
- Prepare and attach all the listed requirements.
Application Requirements
- A copy of the Admission Letter from Bishop Stuart University.
- A copy of any one of the following identification documents: National ID, Ugandan passport, Ugandan driving permit, or NIN confirmation letter from NIRA
- Copies of Parents’ National IDs
- Copies of Death Certificate (In case parents are deceased)
- Copies of an Applicant’s academic certificates or result slips and transcripts
- A copy of the Birth Certificate
- A copy of the recent Passport Photo
- In case of disability of the applicant or a parent, attach a full picture, a doctor’s report, and a letter from your NUDIPU (National Union of Disabled Persons of Uganda) District Union
- Evidence of school fees paid in A-level or O-level (for certificate applicants)
- Evidence of Scholarship or Bursary in former school (Where applicable)
- Proof of payment of the non-refundable Loan Processing fee of UGX 53,000, inclusive of Bank charges
- A sketch map to the applicant’s current address/residence
- A sketch map to the applicant’s home of origin (If different from the current address)
- completed recommendation form (to be downloaded during application) endorsed by the Local Council I (LC1), Head Teacher of previous Secondary School, and Sub-county Chief / Town Clerk
After completing all the requirements, come to the Directorate of Quality Assurance, where a designated staff will assist you with the application process, since the application is done online.
Application Deadline
The online application portal for HESFS opened on Monday, 25th May 2026 and the deadline for submission of applications is Friday, 17th July 2026 at 11:59 PM. Late or incomplete applications will not be considered.
