Bishop Stuart University (BSU) is the fastest growing, chartered by the government of Uganda, private educational institution founded in 2002 by Ankole Diocese of the province of the Anglican Church of Uganda, located in Kakoba, Mbarara, 31/2 km from Mbarara City Headquarters.
BSU in collaboration with Muni University, Gulu University and eight other partners is starting to implement a program called “Refugee and Host Community Youth Empowerment and Transformation Initiative (RETI)” with support from the Mastercard Foundation under the Young Africa Works Strategy.
The RETI program will address unemployment challenges faced by young people in 15 refugee-hosting districts in Southwestern, Northern, and West Nile regions of Uganda. In Southwestern Uganda, RETI will be implemented in Isingiro, Kikuube, Kyegegwa, Kamwenge, and Mbarara districts. In the West Nile region RETI will be implemented in Adjumani, Arua, Koboko, Madi Okollo, Obongi, Terego and Yumbe Districts. In northern region, the program will be implemented in Kiryandongo, Lamwo, and Gulu districts. RETI will strengthen the local capacity of the participating universities and their partners to become more responsive and innovative in supporting refugees and host community youth, and their communities. The program will improve access to quality, innovation and relevant education and skills development for refugees and host community youth and transition them into dignified and fulfilling work.

Purpose of Job
He/She will be responsible for providing overall leadership and management to the project, will be responsible for oversight, planning, implementation, monitoring, reporting and ensuring effective coordination and collaboration among RETI consortium partners. He/she will be responsible for the establishment, and management of key project stakeholder relationships and performance to achieve the goals of the project.
Key Functions
Project Leadership and Management
- Lead the planning, implementation, and monitoring of the RETI project activities
- Ensure adherence to the program’s, goal, outcomes, outputs, and timelines.
- Develop and maintain a comprehensive work plan, ensuring alignment with the objectives of the project.
- Develop and implement annual and quarterly work plans
- Manage human resource and assets of the project
- Monitor and evaluate progress, identifying areas for improvement and develop and implementing corrective actions as needed for staff.
Project coordination and collaboration
- Foster effective collaboration through effective and open communication among staff, partners, ensuring that all stakeholders work cohesively to achieve objectives of the project.
- Coordinate regular project meetings, workshops, and fora to facilitate knowledge sharing and decision-making.
- Manage and resolve conflicts and challenges that may arise within the project.
Stakeholder Engagement
- Develop and maintain strong relationships with key stakeholders, including universities, non-university partners, private sector entities, TVETs, government agencies, and development partners.
- Represent the project at relevant meetings, events, and fora, advocating for the goals and objectives of the project
Budget and Financial Management
- Oversee the project budget and expenditures, ensuring responsible financial management and compliance with the funding requirements.
- Work closely with the Fund Manager and Project Finance officer and Project Coordinator to track expenses
- Support the finance team during internal and external audits.
Documentation, Reporting and Learning
- Prepare timely, and high-quality regular progress reports, including narrative and financial reports.
- Ensure accurate and timely documentation of project activities, achievements versus targets, challenges and mitigation measures, lessons learned, and best practices.
- Support the MEL officer and Project assistants with this in facilitating learning
Risk Management
- Identify potential risks and challenges to the successful implementation of the project and develop mitigation strategies (risk matrix).
- Implement a robust monitoring, evaluation and learning framework to track project performance
Person specifications
- Minimum of Bachelor’s degree in a relevant field (e.g., Development Studies, Population Studies, Social Sciences, International Development, Business Administration).
- Proven experience in project management, project coordination, or a related role.
- Experience working with refugee projects or International refugee agencies/multilateral organizations

Purpose of Job
Responsible for community-level youth mobilization, providing support and guidance to young people in developing their entrepreneurial, vocational, and interpersonal skills for dignified and fulfilling work opportunities. Engage with the community, identify training needs, and create opportunities for young people to acquire relevant skills and enhance their employability. Will play a critical role in supporting the implementation of the project activities under Bishop Stuart University by working closely with participants on a day-to-day basis.
Key Functions
- Engage with the local community and maintain strong relationships with refugee and host communities including young people, parents, community leaders, and relevant stakeholders to identify skill gaps and training needs.
- Participate in participant selection recruitment, screening, and selection, ensuring inclusivity and diversity.
- Identify and engage with participants, assessing their needs and aspirations and jointly design strategies to help them realize their dreams.
- Collaborate with other project staff and partners to develop and implement operational plans and detailed strategies for the effective implementation of project interventions.
- Work with project manager and consortium partner staff to design and develop tools, market relevant skilling curriculum and training materials tailored to the needs of young people.
- Plan and organize skills training workshops, vocational training sessions, financial literacy, and other educational activities in coordination with program staff, stakeholders, and local technical and vocation training institutions.
- Conduct regular outreach activities, and closely work with stakeholders to identify and mobilize potential participants for the program.

Person Specifications
- Bachelor’s degree in social work, community development, agribusiness, development studies, or education.
- At least 3 years of proven experience in community work, youth development, or related fields.
- Excellent communication and interpersonal skills, with the ability to engage and build relationships with diverse stakeholders, including youth, community leaders, and employers.
- Knowledge of Southwestern Uganda and its social, cultural, and economic context is highly desirable.
- Knowledge of Runyankore, Rukiga, Runyoro, Rutooro spoken is desirable.
- Familiarity with work in refugee host-community settings is an added advantage.

Purpose of the Job
To drive and provide safe and efficient transportation of Project staff, guests and/or any other assigned passengers and ensure general maintenance of motor vehicles. Performs routine vehicle inspection and maintenance.
Key Functions
- He/She will be responsible for obtaining signatures from recipients when delivering large or fragile packages.
- Drives assigned passengers and being on call all the time.
- Delivers messages, documents and letters as required.
- Liaises with the Project manager on fuel allocation.
- Notifies the Project manager and finance officer to renew vehicle licenses and insurance.
- Ensures that the vehicle is clean.
- Reports replacement of worn-down vehicle parts to the Project manager.
- Checks the vehicle routinely; compiles service reports and ensures that the vehicle is serviced as scheduled
- Arrives at destinations on schedule
- Use navigation applications to determine the best route
- Interacts with clients professionally at all times especially when sent to deliver documents to different offices.
- Ensures that the vehicle is always fueled and ready for use
- Arranges for vehicle repairs as needed on time and submits to the Project Manager for further processing.

Requirements/Job Specifications and Skills.
A successful driver candidate needs the following skills and qualifications:
- Must hold a Bachelors or a Diploma in mechanical engineering.
- Should have a valid driving License/ permit of Class B and D1 or DL.
- Certificate in defensive driving.
- Should have driving experience of at least 03 years.
- Must have a National ID.
- Computer literacy is an added advantage.
- Should have good customer care and public relations skills.
- Must be a person of high level of integrity
- Excellent navigation skills and proficiency in using navigation applications to find travel route locations
- Time management and organizational skills and stay on schedule
